12.f3, if, as in the game, 12...Nc5, 13.c4 then traps the Black Queen.

40...Raxe3 creates a perpetual check situation. If Black captured with the other Rook, 
40...Rexe3 then White can play a move like 41.Ra7 (threatening mate with either 
42.Ra8 or 42.Rh8) and Black has no perpetual check.
